Born on 30 March 1899 in Stellarton, Nova Scotia - son of Joseph Mooney, Stellarton, Nova Scotia - at the time of his enlistment in 1917: present address in Stellarton, Nova Scotia; trade as clerk; single; no current or previous military service; Roman Catholic; height of 5 feet 8 inches; chest of 35 inches fully expanded; medium complexion; blue eyes; light brown hair.

Joined the Signals Training Depot, Canadian Engineers, CEF, in Nova Scotia on 6 June 1917 (number 2265606) - taken on the strength of the 38th Battalion, CEF, on 12 or 13 September 1918 - struck off the strength of the 38th Battalion on 16 June 1919.
