Born on 24 June 1896 in Farran's Point, Ontario - son of Robert Steen, Farran's Point, Ontario - at the time of his enlistment in 1916: present address in Farran's Point, Ontario; trade as baker; single; currently a member of the active militia; previously served with the Home Guard (seven months); Church of England; height of 5 feet 10 inches; chest of 39 inches fully expanded; fair complexion; blue eyes; fair hair.

Joined the 154th Battalion, CEF, in Morrisburg, Ontario, on 21 March 1916 (number 633850) - taken on the strength of the 38th Battalion, CEF, on 24 May 1917 - wounded on 26 June 1917 - rejoined the 38th Battalion on 3 July 1917 - wounded on 30 October 1917 - invalided to England on 5 November 1917.
